Ukraine Program Coordinator – Ukraine

MDM has been operating in Ukraine since 2014, but since February 24, 2022, the situation has changed dramatically. In terms of health, the scope of needs has completely changed and geographically, the line of conflict in the Donbass region has shifted with the appearance of new conflict zones; these facts have created new areas of intervention and thematically, massive new health needs have arisen due to the open conflict.

The context is changing and we must constantly reassess access and needs. Currently, MdM is active in the following areas: the Donbass region through its branches in Bahkmut and Sievierodonetsk (with limitations due to current access), in the Eastern and Central region (including Kharkiv, Butcha and Irpin) through its branch office in Kyiv and Dnipro and in the Western region through its field office in Chernivtsi.

The MdM team works in three main components with the aim of responding to the urgent health needs of the population, displaced and non-displaced, affected by the armed conflict in Ukraine:

Provision of emergency and non-emergency health items to health facilities

Provision of basic health services (including SRH and MHPSS) to non-displaced population affected by the conflict and displaced persons.

Reinforcement of the organization’s logistical capacity to ensure the delivery of humanitarian aid.


The Program Coordinator will be responsible for the overall delivery and quality of the program in Ukraine, working closely with the team. The incumbent will be responsible for developing proposals and field reports, mapping donors and improving the quality of programs in line with MdM and donor standards.


Program coordinator based in Kyiv/Chernivtsi with regular field visits.


The candidate will report to the General Coordinator.


Program management:

Plan and coordinate with the Emergency Coordinator the implementation of Ukraine’s program and activities; consistent with MdM and donor standards.

Ensure financial monitoring, including planning and budget forecasts in close collaboration with the administrative coordinator.

Ensure a good understanding and ownership of the MdM programme, standards and donor engagement with the rest of the team, in particular by organizing regular program coordination meetings, project kick-off and closing meetings.

Needs assessment:

Continuously assess the needs in the intervention area and propose the necessary adjustments to the program in collaboration with the emergency coordinator and the key positions of the mission.

Propose, lead and coordinate all assessments necessary for the mission in close collaboration with the emergency coordinator and the rest of the team.

Preparation of proposals and reports:

Constantly update the mapping of donors in the area of ​​intervention and inform his manager of any funding opportunity

Lead and coordinate proposal development, project change request and reporting

Track and archive sources of verification and other project-related documents

Program monitoring and quality

Ensure adequate monitoring of program activities and indicators, in line with MdM and donor standards and commitments, through a robust MEAL system

Adapt the surveillance system to remote management in the event of access constraints, including through the use of appropriate technological solutions.

Propose quality improvement and program learning initiatives and operationalize them in the field


Academic background: Master’s degree in international development, gender studies, public health and/or humanitarian aid, or other relevant fields.

Other Qualifications: Solid knowledge of project cycle management, the international humanitarian funding system and donor requirements.

Language requirements: Excellent written and spoken English, Ukrainian and/or Russian will be an asset.

Computer requirements: Office pack user level.


At least 5 years of field experience in humanitarian projects. At least 3 years of experience in positions of similar responsibility in fragile contexts, preferably in a conflict environment.

Experience in project planning, implementation, monitoring and evaluation.

Previous experience with health programs.

Demonstrated leadership and team management skills.
